(hteti se, impersonal + dat.) to feel like

Ne ide mi se napolje, neće mi se. — I don't want to go out, I don't feel like it.

Htelo mi se nešto slatko. — I felt like something sweet.

Used with an infinitive or da + present (hoću da idem); the negative forms are neću, nećeš, neće.
